Consequently, different methods and principles of consultation must be revealed and described, and owner must have a level of dissatisfaction by his position and a desire to improve his matters and methods of control. The first conditions for this were created in the second-half THE XIX century, when the motion of scientific control was conceived. Consultation on the basis of scientific control was concentrated on questions of productivity and effectiveness of the work of factory, rational organization of labor and reduction in the production costs.
